All About BJP’s Lingayat+ Strategy, Focus on Backward Classes as Party Hopes for Majority

If one statement could succinctly capture the BJP’s strategy to retain Karnataka, it would be this one by party MLA Raju Gowda: “People used to say the BJP is a party of Lingayats, Brahmins and anti-Dalits. But it is different. It is the same party which has increased reservation to us (SC and ST).”

The BJP’s Lingayat strongman and former chief minister BS Yediyurappa was next to Raju Gowda when he said this. Evidently, it was not an off-the-cuff remark trying to shun an image, but part of a wider strategy of the BJP heading into assembly elections in April-May.

The BJP has never directly won a majority in the state polls in Karnataka, though it has managed to get the throne thanks to independent MLAs and defections.

This time, it hopes to cross the 113 mark. And it knows that is achievable only if it can get castes other than the Lingayats and Brahmins to back it.

The party is pointedly seeking support from religious mutts of those belonging to backward communities, such as the Bovi, Valmiki, Madar and Kurubas. National party president JP Nadda and Union Home Minister Amit Shah have been meeting mutt chiefs over the past few months, and the party has asked the pontiffs to be politically active.

That can help fill a vacuum for the BJP.

With the party lacking any big leader from these communities, it becomes all the more important to get the support of these mutts. It is a model that has worked for the BJP in coastal Karnataka, where the likes of the late Pejawar seer Vishwesha Tirtha Swami had backed several Hindutva issues that the BJP raised or campaigned for.

Budget a sign of strategy

A budget by a BJP government in Karnataka usually has grants given to Lingayat mutts, a practice since Yediyurappa’s tenure as CM. But with a shift in the vote strategy, the budget focus too has changed. When Chief Minister Basavaraj Bommai presented his last budget of this government in February, it did not have any reference to allocation to Lingayat mutts.

Allocations were made to institutions owned by mutts of the backward classes. Eleven development corporations belonging to these classes also received comparatively more funding in the budget. The government listed out in detail the projects and initiatives undertaken for these classes.

“It is important to be connected with every community’s mutts,” said the party’s state general secretary, Ravi Kumar. “That’s the reason we are also doing morchas (gatherings) for all the communities. Because we believe in development of all the communities. It is our party’s policy to meet and visit all the community mutts. This will also help in votes and it will be successful. This is our strategy.”

But it may not actually be that simple. Political analysts believe that the party might not gain significantly in terms of seats, but a gain in vote share is possible, and welcome, looking at long-term prospects. “There is a sense within the BJP that the traditional vote bank is not behind them completely like before with the same commitment,” said Prof Narendar Pani, dean, school of social sciences, National Institute of Advanced Studies.

He said a “whole transfer of votes” from the communities that the BJP is now focusing on “is unlikely”. “But every vote counts,” he added.

The BJP is the only party in Karnataka whose vote share has consistently risen in the assembly elections over the past two decades. Will backward communities help the saffron party cross the all-important halfway mark on its own this time? That depends on whether or not the BJP’s strategy shift also leads to a vote shift.

The Bombay High Court has dismissed a petition that sought action against former Maharashtra Governor Bhagat Singh Koshyari and BJP MP Sudhanshu Trivedi for their statements on Chhatrapati Shivaji Maharaj and other icons, saying the remarks do not prima facie constitute an offence under any criminal act.

The court also said that the statements reflect the perception and opinion of the speaker about those figures with an aim to persuade the audience, and the intention appears to be of enlightenment of the society for its betterment.

Koshyari, whose tenure was dogged by controversies caused by his utterances about Shivaji Maharaj, social reformers Mahatma Phule and his wife Savitribai and Marathi people, stepped down as the state governor last month.

Koshyari had faced flak for calling Shivaji Maharaj an “icon of olden times”, while Trivedi had allegedly said that the founder of the Maratha empire had apologised to Mughal emperor Aurangzeb.

Justices Sunil Shukre and Abhay Waghwase, on March 20 dismissed a petition filed by Panvel resident Rama Katarnaware, who belongs to the Scheduled Caste (SC) community.

The petitioner claimed that the statements made by Koshyari and Trivedi who are non-SC or Scheduled Tribes (ST) members, at public speeches are disrespectful to these late political figures who were held in high esteem by members of society in general and members of the SC/ST communities in particular.

The petitioner referred to several objectionable statements made by Koshyari and Trivedi on Shivaji Maharaj, Mahatma Phule and Savitribai Phule and ‘Marathi manoos’.

However, the bench in its order, said, “An in-depth consideration of the referred statements would tell us that they are in the nature of the analysis of history and the lessons to be learnt from history. They also show the intention of the speaker, which is that at least in the present times, we should learn from history and also realise the consequences of following certain traditions and what may happen perhaps for the worst, if those traditions are followed.” It further said that these statements primarily reflect the perception and opinion of the speaker about those figures with an intention to persuade the audience, to whom they have been expressed, to think over and act in a way which is good for the society. The intention behind the statements appears to be of enlightenment of the society for its betterment, as perceived by the speaker, it said.

“These statements, therefore, cannot be seen, by any stretch of imagination, to be disrespectful to any great person, held in high esteem by the members of the society in general and by the members of the Scheduled Castes and the Scheduled Tribes in particular,” said.

In view of above, the statements, which were made, do not prima-facie constitute any offence punishable under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act or any other criminal law, it added.

The counsel for the petitioner submitted that the respondents are “highly powerful and influential authorities” and it is only a constitutional court like this that can issue appropriate directions for registration of the offences and monitor the progress of investigation.

“In so far as the powers of this court are concerned, there can be no second opinion. This court in exercise of its extraordinary power under Article 226 of the Constitution of India, can certainly issue the directions for upholding the cause of justice. But, the question is as to whether or not such a power be invoked by the petitioner here? and this question we answer as in the negative,” the bench said.

The reason being that, we do not see prima-facie constitution of any of the alleged offences on the basis of the alleged objectionable statements, it added.

Congress MPs To Turn Up In Black Over Rahul’s Disqualification; Ruckus Over Adani Issue Expected

An instruction has gone out from party leader in Lok Sabha, Adhir Ranjan Chowdhury, to members that they turn up in black attire for the proceedings, to protest against Rahul Gandhi’s disqualification from the Lower House. Similar scenes may also be witnessed in Rajya Sabha.

It is possible that like-minded parties may also turn up in black dresses, or sport black armbands in solidarity with Rahul Gandhi.

This is the third week of the second part of the Parliament session and till now parliament is witnessing a logjam as the Opposition is demanding JPC on the Adani issue and Treasury Benches were demanding an apology from Rahul Gandhi for his speech in London alleging that he defamed the country on foreign soil.

The ruckus is expected to continue in Parliament on Monday as well after the disqualification of Rahul Gandhi’s Lok Sabha membership. The Rajya Sabha is planning to take up the budget for passage today, after the Lok sabha did without discussion.

The Congress MPs, including Rahul Gandhi, earlier in August last year, had worn black clothes and staged a protest against the Centre against price rise, GST hike on essential items and unemployment. They had marched towards the Rashtrapati Bhavan as part of their stir against the issues.

Congress has been demanding a Joint Parliamentary Committee probe into the Adani issue and staged protests in the Parliament’s ongoing Budget Session.

Rahul Gandhi was disqualified as a member of the Lok Sabha on Friday, a day after a Surat court sentenced him to two years imprisonment in a defamation case filed against him over his ‘Modi surname’ remark.

The decision came pertaining to his remark made in April 2019, where he had said “how come all the thieves have Modi as the common surname” at a Lok Sabha election rally at Kolar in Karnataka. The court approved Gandhi’s bail on a surety and stayed the sentence for 30 days to allow him to approach the higher courts.

After being convicted in the defamation case and subsequently disqualified from Lok Sabha, Gandhi, hit out BJP. While addressing a press conference, Gandhi said that he is not scared of going to prison and his disqualification from Parliament was aimed at distracting people from the Adani issue.

“Moot question remains who invested Rs 20,000 crore in Adani shell firms? I will keep asking the question,” he said.
