Thiruvananthapuram: State govt is set to approve the master plan submitted by Capital Regional Development Project-II (CRDP) for the proposed Outer Area Growth Corridor (OAGC) in the capital city. This corridor will be located on either side of the planned Outer Ring Road (ORR) project. The approval is expected in the next two weeks.
“OAGC is a significant component of our urban development strategy,” a CRDP spokesperson said.“We are working closely with state govt to ensure that all aspects of the master plan meet necessary standards and address the needs of community,” the spokesperson added.
To expedite the process, CRDP plans to convene a meeting with govt representatives within next two weeks to address and clarify certain points in the master plan. This step is crucial to ensure all stakeholders are aligned and any potential issues are resolved ahead of formal approval.
Master plan includes draft report of Special Investment Region (SIR) Act to develop special investment zone. CRDP submitted this report to industries department in Feb, outlining the act’s details, including land pooling and its basic structure as implemented in other states. Industries minister P Rajeeve previously stated that state govt is keen to implement SIR Act, including land pooling, to avoid future land acquisition costs. Land pooling also offers investment opportunities for landowners.
Proposed master plan includes comprehensive development strategies for land use, transportation, and infrastructure. Additionally, it proposes forming eight clusters from Vizhinjam to Navaikulam, initially managed by a govt-constituted special purpose vehicle (SPV) that will later partner with private co-developers for project execution. However, state finance department is yet to give its final nod to ORR project. Financial viability and cost-sharing arrangements between state and central govts remain unresolved.
A high-level meeting is scheduled soon to finalize these details, which is expected to advance the project. The 78-km ORR will stretch from Vizhinjam to Navaikulam, with economic zones proposed at Vizhinjam, Kovalam, Kattakada, Nedumangad, Vembayam, Mangalapuram, Kilimanoor, and Kallambalam. State is also expected to give its final approval for this proposal soon.
As per the proposal, a logistics and industrial hub will be built on 6.3 sq km at Vizhinjam, while a health tourism hub will be developed on 4.01 sq km at Kovalam. Two out of the eight clusters have been chosen for Seed Development Area (SDA). The first SDA is proposed at Vizhinjam, where a detailed town planning scheme will be implemented, while the second is proposed at Mangalapuram, where the proposed Neopolis, an integrated mixed-use township, will be developed.
ORR project is seen as a pivotal development plan for Thiruvananthapuram, aimed at easing traffic congestion, promoting balanced regional development, and boosting economic activities in the city’s outer areas. State govt’s forthcoming decisions will significantly shape the future development of the region.
